On 23rd August 2014, the LC V Chairperson of Kabarole
District Hon. Rwabuhinga Richard appeared on HITS FM to give accountability. “From the month of March 2014, we were visiting different sub
counties of Kabarole District, giving accountability and also carrying out down
ward planning. In April, we passed a budget that totaled to 28 billion which we
divided among the different sectors like health, agriculture, education,
management, among others. The chairman was discussing on ToroDev’s live radio discussion called ‘Orukurato
Program’, a 2hr weekly radio program that discusses issues of accountability
every Saturday (08:00 – 10:00) pm.
During the
live radio discussion, Hon Rwabuhinga also gave accountability about the education sector to the local
citizens. “We are going to build class rooms, head masters’ offices and stores
and also supply 35 desks in different schools. These schools include Kyamuhembo
in Bunyangabu County that will cost 70million shillings, Kyabujamiyaga in
Buhesi Sub County that will cost 70 million shillings, Iruhura P/S in Burahya,
Buseiga Primary School in Kicwamba Sub County, Namasongola Primary School in
Kabende Sub County, among others”.
Hon
Rwabuhinga further gave accountability concerning the water sector. “We have
Shs.46,725,300 (Forty six million, seven hundred and twenty five thousand,
three hundred shillings) for constructing ten hand dug shallow wells in the Sub
Counties of Kabende, Harugongo, Ruteete, Karambi, Kiyombya, Iruhura, Rwimi,
Kabahango, among others”.
Meanwhile,
the Chairperson also gave accountability concerning the roads sector. “Under
the Kayip program, we are going to construct roads such as Kikonge road,
Bulyambuzi road, Nyabukara road, Harugongo road, among others. We are also
doing routine maintenance on some of the roads such as Harugongo road. However,
shoddy work has been done on some roads like Mukabata-Kibworo-Nyakigumba road,
but we are following up the contractors to see that standard work is perfomed”.
Local
listeners also participated through call ins to raise their issues and
concerns. “We have been informed that the census will help the government in
planning for people, but vulnerable people should also be given special attention”, said Mugisa
from Katebwa Sub County, “Before the local leaders award tenders, they should
first inform local citizens about the tenderers’”, said a caller from Kamwenge
District, “We don’t understand why our roads are being constructed badly”, said
Sepiriya from Kiryantama Sub County, “We want the Chairman to respond to the
issue of water in Kasenda Sub County", said a caller from Mugusu Sub County, “Kitengya Bridge is in a poor state”, said
Asiimwe Charles”.
The live
radio discussin was moderated by Mr Kasigazi Willy Donnto and is supported by SIDA/CIPESA and SPIDER/Stockholm
University on a project aimed at using appropriate ICT tools to promote
democratic engagement in the Rwenzori Region, Western Uganda.
